Job Purpose
To provide leadership and coordination at the KCRB
Secretariat
Key Responsibilities/ Duties / Tasks
- Secretary to the board.
- Be responsible for day-to-day operations of the Board;
- Be responsible to the Board generally for the implementation
of the Kisumu County Revenue Administration Act;
- Guide in the development and implementation of relevant
policies and procedures that give the Board positive perception and
competitive advantage;
- Management of funds, property and affairs of the Board;
- Spearhead administration, organization and control of the
staff of the Board.
- Oversee submission of quarterly and annual Board reports in
respect of that year,
- Oversee development and implementation of the performance
indicators
- Coordinate compiling of the board financial year annual report
- Oversee the publishing of the boards audited accounts in the
county Gazette every six months after the end of each financial year.
- Oversee the collection and receipt of all County revenue
according to the provisions of the written laws on collection of County
Revenue
- Oversee appointment of Sub-County Revenue Collectors
- Advise the Board on all matters related to the administration
of, and the collection of revenue;
- Oversee the transfer any revenue collector from one division
to another or from one station to another;
- Coordinate the development of KCRB strategic plan
- Implement County revenue digitization
- Ensure compliance with Legal, Regulatory, Government policies,
guidelines directives;
- Perform such other functions in relation to County revenue as
the Board may direct

Job Competencies (Knowledge, Experience And
Attributes / Skills).
- A Bachelor’s degree in Commerce, Finance, Business
Administration, Economics, Social sciences or its equivalent from a
recognized institution;
- A Master’s degree in Commerce, Finance, Business
Administration, Economics, Social sciences or its
- equivalent from a recognized institution as an added
advantage;
- Fulfil the requirements of Chapter Six (6) of the
Constitution.
Professional Qualifications / Membership To
Professional Bodies
- Must be a member of Institute of Certified Public Accountants
of Kenya (ICPAK) in good standing and
- with more than ten years post certification experience or any
other internationally recognized Accounting body
Previous Relevant Work Experience Required.
- Served for cumulative Ten (10) years, Five (5) of which have
been at a Senior Management level in the
- Public Service or Private Sector

- Proficiency in Computer skills
- Good interpersonal skills
- Knowledge on automated financial and accounting reporting
systems
- Working knowledge of short- and long-term budgeting and
forecasting, rolling budgets and profitability analysis
- Ability to interpret policies, procedures and data
- Proficiency in Board secretarial work
- Excellent Communication Skills
